systems leaking around filter

hello, i have an old down east hot tub with a balboa system. there is a tube that runs up to top of filter top. water comes out of this tube. could someone help me with what it could be.

That should be the plumbing going to the filter assembly. If you can email me a picture of the set up to mary@hottubworks.com I will help you figure out what is needed to repair.
