holding 99 but running constantly and not heating

cal spa 2100 , i drained and fefilled the tub, restarted at the breaker but the unit will only hold 99 degrees. the heat element light does not come on and i had filled it with hot tap water. I have set the heat to 102 and do not have it in economy. is there a heater reset button on the pump?

There may be some air trapped in the pump since you just drained and refilled. You can try slightly loosening up the pump union nut just to allow a small amount of water to trickle out, this will usually allow the air to escape if this is the case.

how about the pressure switch? I had this problem and I had to replace the pressure switch.
