Heater not working on Vita spa L200 series

For about the past two months my vita spa has been reading the HILI code. It would clear if you shut off the circuit. yesterday after getting some info we moved the High limit sensor from the heater to see if it cleared or to see if the heater was heating in excess. After about ten minutes of heating it blew the GFI and now the heater isn't working at all. Do you think it's toast???

It is a very good possibility that the heater is bad. Is there good water flow going through the heater at all times? If you make sure the power is off to the spa and disconnect the heater completely then power up and run your pump and breaker doesn't trip then it is most likely the heater has gone bad.
