Gfi tripped. Disconnect power leads from tub and gfi is fine. The terminal block on the control board reads dead short between white(neutral) and black (hot). I disconnected each component...pumps, blower, ozone, heater with no change. Dead short (continuity) on balboa control board main terminal block white to black with no external power wires connected. Can this be anything other than bad control board

If you have both leads to the heater disconnected and not just one and all other outbound components disconnected it is most likely the circuit board causing it. You may even have a burn mark on the back of the board at TB1.
