Hot Tub producing Electric shock

If you're in our hot tub and you touch anything on the outside you get an electrical shock. We have replace the plug in and the cord - that didn't fix it.

Has anyone encountered this problem? Any suggestions?

The plug in and cord, does that have the GFCI on it? Is the spa on a dedicated circuit? It may be a bad ground somewhere along the way and could even be at the house breaker. I would recommend you contact a electrian to come out. You do not want to mess around or use the spa in this condition.
