Could a bad pressure switch cause the OH reading?

It may be time to upgrade your control system. How old is the filter in your spa? Have you ever gotten any other error codes besides OH? If the filter is not restricting water flow and both sensors are new then it could be the mother board causing it. Since your pack is 14 years old it may be time to upgrade to new system.
