No hot water

I have a Leisure Bay spa that I got out of an investment property. Says on the control box Smart Technology Spa Processor.I have never been able to get the heat to come out of the jets or where ever the heat is to come out. I have replaced the heat element, circulating pump, had an electrician look at it to make sure all electrical parts are working properly and I still cannot get this thing to heat up. Any suggestions? Oh, the heat pump I put in was an exact replacement of a Grundfos that I got on this website.

Is the circulation pump running? If so, I would remove the filter and put the spa in a heat call by turning up the thermostat. Sometimes if you are not getting enough flow, the flow switch will not close and will not allow the heater to turn on.

Yes, the circulation pump is running. I will remove the filter as you say and try it. Thanks for the advice as I will keep you informed of how it works out.
