I recently replace the heater AND the Flow switch and the spa still won't heat... Other than replacing the temp sensor I'm at a loss. The ozone seems to work fine I have good circulation. Not sure what action I should take next.

Does you spa have an idicator or ligh that comes on when the heater should be on? If so, is it on? If it is then you need to verify that the circuit board is supplying the heater power when it is on. If it is not one then I would suspect that it may be the temp sensor.
