Does your topside panel have a indicator light or symbol that comes on when you push the button to turn on the jets? If so does that light stay on? It may be circuit board or topside causing this.

Yes your GFCI should have tripped if working properly. You may want to have an electrian check your GFCI. Heater terminals can fail over time like this but again the GFCI should have tripped.
