Yes your GFCI should have tripped if working properly. You may want to have an electrian check your GFCI. Heater terminals can fail over time like this but again the GFCI should have tripped.

The tube may be the heater. Sometimes you do have to remove components just to get to another one. Have you tried removing the side panel to see if you can get access that way?
