I installed a new 2 speed pump but it won't run. i'm getting a hum from the control panel on circulation and when I switch to high speed the hum just gets louder. Any ideas.

Is the hum coming from the motor (http://www.hottubworks.com/SpaParts/PumpMotors.php) or the circuit board inside the control box?
