heater not working

hello i have a jacuzzi essence 340 and its not heating
things i have down
replaced element and replaced board
i dont have 240 volt between element posts but i do have 120 volt to ground off each i have 240 volt between black and red i jumped out pressure switch and you can here a click i do have a red light at control calling for heat help i dont know where to go next

You would need to test for 240V across both leads, red and black. Otherwise testing one to ground you will get 120V on both due to current feeding through but zero volts when testing across both leads. So to be clear, you get the red heat indicator light to come on only when you jump the pressure switch? If so it sounds like that switch may be bad and needs to be replaced. Never leave it jumped after testing.
