FL error code before pump tries to start

I have a Jacuzzi ECHO 110 spa that has run well for years. I have repaired several times so I am familiar with its operation. This one has me going crazy. The control goes into FL and will not start once it is satisfied and shuts down. If I shut off the power and turn back on I can manually start the pump or pump/heater with no problem but if I let it sit for a few minutes it goes into FL. If I run the pump a full cycle when it completes the cycle it goes right into the low speed/heating mode with no problem but once satisfied and shuts down it goes into FL. I am trying to figure out if I need to replace the entire control or just the display control.

Was the circuit board replaced recently or just prior to this happening? The topside panel would not be causing this so that should not be the issue. It almost sounds like it has a 24 hour circulation pump in it that has stopped working. I don't think this spa has that option but if the board was replaced the new board might be incorrect and have a 24 hour circulation pump logic built in to it.
